Project Procurement Manager - Offshore Wind Installation


Subcontractor Resource Development & Management

  • Establish and maintain a comprehensive pool of offshore resources, including ports, installation vessels (e.g., jack-up vessels, heavy-lift vessels), lifting equipment, and offshore construction & maintenance service providers.
  • Conduct pre-qualification of potential subcontractors, evaluating technical capabilities, HSE compliance, financial health, track record, and overall suitability for European offshore wind projects.
  • Maintain an updated database of qualified subcontractors to support project planning and execution.

Subcontracting Solution Review

  • Review subcontractor-submitted technical and commercial proposals, including port storage and handling, marine transportation and installation (T&I), and offshore construction and maintenance services.
  • Evaluate feasibility, risk, and cost-effectiveness to support strategic decision-making for subcontracting.

Tendering & Commercial Negotiation

  • Lead the RFQ/RFP process for offshore subcontractors, including preparation, issuance, evaluation, and award recommendations.
  • Conduct commercial negotiations, focusing on key contract clauses, risk allocation, and cost optimization to ensure alignment with project and corporate objectives.
  • Collaborate closely with project teams and legal/finance departments to finalize subcontracting agreements.

Strategic Support & Continuous Improvement

  • Support the development of offshore subcontracting strategy across Europe.
  • Continuously improve subcontractor selection processes, evaluation criteria, and contract management practices based on lessons learned and market developments.



[Qualifications]

  1. Educational Background: Degree in Naval Architecture and Ocean Engineering, Mechanical Engineering, Civil Engineering (Port, Waterway, and Coastal Engineering direction) or related fields
  2. Industry Experience: Proven experience in offshore wind turbine installation, heavy lift of large offshore structures, or site management for offshore projects. Familiarity with European offshore standards and regulations
  3. Communication Skills: Ability to translate complex technical requirements of wind turbines into actionable engineering language for subcontractors. Strong cross-cultural communication skills
